Introducing The Kelly Group

William S. (Bill) Kelly, CPA, CFP®

William S. (Bill) Kelly, CPA, CFP®
Bill has worked in accounting, tax and financial planning for more than 30 years, continuously expanding his knowledge and diversifying his expertise. The Harford County native has been a certified public accountant since 1975 and a Certified Financial Planner® since 1998. Over the course of his career, Mr. Kelly was the controller of a publicly held bank corporation and chief financial officer for a large real estate-focused group of privately held companies. In 1993, he established his own diversified financial services firm. He co-founded The Kelly Group in 1997 and has since devoted himself to building the success of this practice.

Throughout his career, Bill has always taken an active role in his community. He presently serves as an active member of the Board of Trustees for the Harford Friends School and is a board member of the Economic Community Development Commission for the Town of Bel Air. Bill and his wife live in Bel Air, Maryland.

Bryan E. Kelly, MS, CFP®

Bryan E. Kelly, MS, CFP®
Bryan specializes in portfolio management, retirement planning and estate planning, and has been a Certified Financial Planner® since 1998. He began his career as a financial planning associate for a local firm, followed by a successful career at Fidelity Investments where he excelled as one of the firm’s top financial representatives, before co-founding The Kelly Group in 1997.

Bryan lives with his wife and two young children in Darlington, Maryland. A Harford County native, Bryan is as passionate about his community as he is about financial planning. In 2005, he was appointed by then Governor Robert L. Ehrlich to the board of trustees of Harford Community College, and currently serves as Chairman of the Board of Trustees. He participates on the board of directors of the Harford Community College Foundation, Inc., the Financial Planning Association of Maryland, Inc. and the University of Maryland Baltimore County (UMBC) Economics Advisory Council, in which he is co-chair. He is currently the President of the Maryland Association of Community Colleges and serves as chairman of the board of the Academy of Finance, Harford County Public Schools. Bryan also is a member of the Harford Leadership Academy Alumni Association at Harford Community College. In 2007, Bryan was chosen as UMBC ‘s Economics Alumnus of the Year. Recently, Bryan was selected to be in the 2010 Leadership Maryland Class.

Jodi Davis, Vice President, Financial Advisor
Jodi has been active in the Harford County community for over two decades, and lives with her husband in Forest Hill, Maryland. She has worked in the financial services industry for over 25 years, and moved to The Kelly Group in January 2009.  As a Financial Advisor, Jodi focuses on key areas in financial planning that provide compassion, coaching, and counseling to individuals and couples wishing to achieve a better financial life.

 Jodi was appointed as commissioner and chairperson to the Harford County Citizen’s Review Board for Children from 1997-2011, and also served as Vice Chair of the Harford County Women’s Commission from 2007-2010.  As a 2007 Harford County Leadership Graduate, Jodi was named Outstanding Alumni in 2008 and appointed to the Harford County Leadership Academy Board in 2009.  Jodi was recognized as an ATHENA Award finalist in 2010 for her commitment to excellence in her profession and for her active involvement in the community by assisting women in realizing their professional and leadership potential.

Currently, Jodi is a member of the Harford County Chamber of Commerce, and serves on the Ways & Means Committee. She is a member of the Toastmasters, HARCO Chapter, and serves on the executive board for the Women’s Giving Circle of Harford County. Jodi has given financial lectures regionally and nationally, and teaches financial seminars for women at Harford Community College, titled The Savvy Woman Series.  Jodi also speaks extensively on the topic of Social Security strategizing for Baby Boomers and pre-retirees.

Susan K. Burchett, Vice President, CPA
Susan's experience servicing "both sides of the desk" provides clients with additional insight and expertise, whether it's working with personal or business clients in the areas of tax, accounting or employee benefits consulting and related services. Susan has over 25 years of experience in individual and small business taxation and assisting small businesses with their accounting needs. Her experience includes eight years with Wooden & Benson, as well as serving as Controller for Tidewater Marina in Havre de Grace.

Susan is a member of the American Institute of Certified Public Accountants' Personal Financial Planning and Tax Divisions. She is also a member of the Maryland Association of Certified Public Accountants. Susan is a Certified Public Accountant and a Chartered Global Management Accountant (CGMA). The CGMA highlights her management accounting expertise, and showcases her broad skill set, complementing her CPA and signifying her dedication and commitment to management accounting.

A lifelong resident of Harford County, Susan enjoys taking active roles in her community associations and spending time with her family. Currently, Susan is a board member of the American Red Cross of the Chesapeake Region, Harford County, an active member of the Chesapeake Professional Women's Network, and a member and Treasurer of the Toastmasters, HARCO Chapter. She is a 2010 Harford Leadership Academy graduate.

Chuck Wienckowski, CPA/PFS, AEP
Chuck has more than 35 years of experience in taxation, personal financial planning, insurance services, estate planning and wealth management. He is a member of the American Institute of Certified Public Accountants’ Personal Financial Planning Division and serves as the chairman of the Personal Financial Planning Committee of the Maryland Association of Certified Public Accountants. He is also a member of the Financial Planning Association of Maryland and the Baltimore Estate Planning Council. Chuck is a Certified Public Accountant, a Personal Financial Specialist, an Accredited Estate Planner, Investment Advisor, and is licensed for Life and Health Insurance.

Chuck has played an active role in the community for many years. He has served on the fundraising committee for Harford Day School since 1992, and is a past officer and member of the Harford Land Trust and the Bel Air Rotary Club. Additionally, he was a member of the M&T Bank Advisory Board for the Northeast Region from 1998 to 2004.

Michael J. Bertrand, RP, Director of Operations and Compliance
As Director of Operations and Compliance, Michael is responsible for overseeing the daily operation of all client investment accounts, providing leadership and advice on all matters of compliance and ethical standards. He has a B.S. in Business Administration with a concentration in Finance from York College of Pennsylvania. He is also a Registered Paraplanner as well as a Licensed Registered Representative having successfully passed his Series 7 licensing exam.

Michael is currently studying for his Accredited Asset Management Specialist designation. Michael coaches travel baseball for White Marsh Recreation Council.

Michele M. Joyner, RP, Director of Client Services
Michele, a Registered Paraplanner and Director of Client Services, oversees all facets of client management and maintains ongoing relationship support. Michele’s attention to detail and personalized care make her a valuable resource for our clients. A member of the management team, Michele is the “go-to” person not only for clients, but also manages the Kelly Group offices.

Since joining the firm in 1999, Michele has earned an Associates Degree in General Studies and a certificate in Accounting from Harford Community College. She is currently working towards earning her Bachelor’s degree in Business and Finance at Towson University. She is an adjunct instructor for Harford Community College where she teaches a computerized accounting course.

Charles R. (Charlie) Wolpoff, CFP®, JD, LL.M
As Director of Financial Planning and Research for The Kelly Group, Charlie brings more than thirty years of experience in the areas of financial planning, law, research and writing. Charlie, a past president of the Financial Planning Association of Maryland, is committed to stewarding clients, their families and the community toward a more successful financial future.

A member of the Maryland Bar since 1982, Charlie holds several certifications including: Certified Financial Planner™ professional, a JD from Vanderbilt University Law School and an LL.M in Taxation from Georgetown University Law Center. A former journalist with a Master of Journalism from the University of Maryland, Charlie has written for distinguished publications such as the Congressional Quarterly, the Baltimore Sun and the Baltimore Business Journal.

Charlie currently serves as president of the Greater Kingsville Civic Association. He is a member and past president of Parkville Toastmasters and serves on the Bayview Safety Advisory Board. An active public speaker, he was co-host of a community oriented radio show—The Carroll County Buzz (WTTR)—for six years.

Allison Perdue, Financial Planning Associate
As a Financial Planning Associate, Allison works alongside our clients and advisors to develop financial planning discussions. She is currently working towards completing her Series 7 and Series 66 licensing exams.

Allison graduated Summa Cum Laude from Virginia Polytechnic Institute and State University (Virginia Tech) in 2011 with a B.S. in Applied Economic Management in the CFP® Board certified financial planning program.

In 2012, Allison and a group of her classmates won the iOme Challenge after creating an essay and video detailing the saving habits and financial attitudes of the Millenial generation and ways to promote financial literacy among their peers. Allison continues to be active with iOme Challenge, serving as their Project Manager.

Allison is a lifelong Harford County resident and grew up on a dairy and produce farm outside of Jarrettsville. She is excited to become more active in the local community as she continues to embark in her career.

Chad Arrington, Financial Planner, CFP®
Chad Arrington is originally from Franklin County, Virginia. As a lifelong Hokie, Chad attended Virginia Tech where he attained his Bachelor of Science in Business with a concentration in Finance. He elected to pursue Virginia Tech’s CFP® Certification Education Track, a nationally recognized curriculum that focuses and prepares students for a career in comprehensive financial planning. Additionally, Chad received a minor in Leadership & Social Change.

Chad relocated to Maryland and began working for The Kelly Group in March of 2010. He holds a Certified Financial Planner ™ professional certification (CFP®), in addition to Series 7 and Series 66 licenses. In his first three years with The Kelly Group, Chad has gained an extensive level of experience through the wealth management department and brings a bright and knowledgeable perspective to the firm and financial planning as a whole. Outside of work, Chad enjoys music, reading, running, basketball and spending time outdoors.
